Several good news items benefiting recreation and public land management-

PRESIDENT RESCINDS ORDERS THAT RESTRICT ACCESS TO PUBLIC LANDS

President Trump just rescinded the 50 year old Executive Order 11644 of February 8, 1972 (Use of Off-Road Vehicles on the Public Lands), and Executive Order 11989 of May 24, 1977 (Off-Road Vehicles on Public Lands) which have been used frequently to improperly restrict access to public lands due to their vague language, contrary to the intent of those orders. He points out that since that time many laws have been enacted which deal with management of Off-Road Vehicles and protecting the environment. That these Executive Orders have become harmful.

"Access to Federal lands benefits all American citizens.  Rescinding Executive Order 11644 and Executive Order 11989 would facilitate the replacement of current regulations with a system for off-road vehicle use designation that provides more access, recreational opportunities, and greater multiple use benefits to the public.  It would also restore balanced land management by eliminating ill-defined and arbitrary environmental and social standards, thereby ensuring that all public land users will be granted access on equal terms."

FOREST SERVICE REORGANIZATION

As part of the USDA reorganization plan, the Forest Service is realigning its organizational structure to strengthen local leadership, streamline operations, and improve mission delivery. The changes include moving headquarters to Salt Lake City, transitioning to a state-based leadership model, building a network of Operations Service Centers, and unifying the agency’s research program.

The transition will occur in phases to ensure continuity of operations and to give employees time and clarity as decisions are made. Full details:

BLM RESCINDS PUBLIC LANDS RULE

The BLM has issued a final rule fully rescinding the 2024 Conservation and Landscape Health Rule, the regulation widely marketed to the public as the "Public Lands Rule." The rescission restores the multiple-use mandate Congress wrote into law in 1976 and ends a regulatory experiment that the agency now openly acknowledges exceeded its own statutory authority.
